[committee] Bank account for UCC

So after some investigation (read: walking into the banks and asking),  
it would appear the UCC are able to get accounts with either Westpac  
or UniCredit.

My personal vote would be for Westpac, you'll see why below where I've  
outlined the offerings from the two.

Westpac:
   - Open 9am to 4pm (5pm on Fridays)
   - No account keeping fees
   - Free inter bank transfers and cheques
   - Tanya, the Crawley branch manager seems to be very helpful and friendly
   - The Guild have their account (which includes our account in it's  
tangled web of finance) held at Westpac.

UniCredit:
   - Open 11am (or maybe it was 10am) to 3pm
   - Each signatory on the account has to have a membership with  
UniCredit (only $2, but a pain to do every year)
   - $2 monthly account keeping fee
   - The women at the branch (think she was in charge), didn't seem  
that crazy about helping people - she ran through what we needed, gave  
me some forms but I didn't get the feeling she wanted to help.

So, to open an account with Westpac, we need the following:
   - Minutes of the meeting stating that (a) we want to open a new  
account and (b) who will be authorised to access it
   - The constitution of the club
   - 100 points of ID (which can be a WA Drivers Licence and UWA  
Student Card) for each signatory.
   - Everyone to go to the bank.

I don't know if we're eligible for all options like access to funds  
from the ATM or MasterCard (as we'll have a multiple signatory  
account) - but I can ask more questions if people want to go ahead.
