[committee] Bank account for UCC

iirc, as a regulation by having an account with guild finance (and soc
affiliated), we're not allowed to have a club-named account with
another bank
But other than being able to directly deposit into it and getting a
club-named credit card (FAL runs anyone?) what's the point in getting
a new bank account?
