"By proxy" in this context essentially means giving your vote to someone
else. I think what you actually mean is nominating someone else for a
position when you are not at the meeting. Since it is possible to nominate
people for positions before the meeting, absentee nominations must be
allowed until nominations close (at the meeting). Kudos to someone who can
make the nomination letter arrive during the meeting.
The other thing I think you may be alluding to is the case where someone
is nominated but can't make it to the meeting - can they still be voted in
to a committee position? This is a tricky one since I have very little
experience with UCC general meetings, but in my experience the nominee
must be present to accept or decline the nomination. Perhaps someone else
can tell us if an absentee has ever been voted into committee?
