[committee] Door Policy Suggested Revisions

Dooring of another door member should require more than just one person saying so in my opinion (this would have avoided recent drama). This could be covered by either a committee member or another door member.
Also, clarity definitely needs to be added to the punishments (as well as allowing for some discretion from the door member performing the dooring) as otherwise it seems like there's only one possible punishment for ALL cases.
Aside from that, it all seems pretty good for policy that should have been codified ages ago.
