[committee] Door Policy Suggested Revisions

I suggest a couple of changes:
Replace "doored member or non-member" and "doored member" with doored 
person.
for clarity/brevity.

  * Make it very clear as to wether or not dooring someone as punishment
    is reasonable.
  * Make it clear what happens if 2 people door each other (I think it
    is resonable for them both to be doored).

Less importantly:

  * Make it clear whether the dooring person can say "Door someone for
    the day", or "Until they calm down.".
  * Make it clear wether committee can undoor someone outside of the
    meeting.
  * Make it clear whether committee can strip someone of their dooring
    powers/suspend them from door, outside of a meeting.
