Umm... ok.

I think you're missing the core of the problem with the UCC website. The problem is not the layout, it's the content.

Here is what I would recommend:
 - switching the website over to something backed off MoinMoin (the thing that run's UCC's wiki), we already have a UCC theme engine that could be adapted for this
 - Integrate this Moin instance into the UCC LDAP directory, so that anyone in the www-data group can edit pages
 - write XSLT transforms to generate Moin syntax for all of the existing UCC webpages, to preseed the whole thing with content.
 - profit!

Here are the advantages:
 - easy to use WYSIWYG editor, integrated into our authentication system
 - maintained app, not some PHP hack
 - less possible security holes

Moin can still be extended with plugins to do speciality things, like integrate an events application, etc. There are a lot of really awesome things that could be done (e.g. tag clouds, etc.)

Also, div-popup menus are very 2000. They're really not something that's done any more. Gradients and rounded corners are where it's at.
