That would probably be because the routes on mermaid and mussel seem to be
FUBAR.  Therefore an ftp session will be unable to set up its reverse
connections, unless you are using PASV mode.

To whomever it was who stuffed this up, could you please fix it and in future,
give some warning that gross twiddling is going to occur?  (Preferably with
some notice, but I appreciate that often things get fixed at the drop of a hat
because people are not going to have time to work on them later.)
