[tech] pop on mooneye

cucipop doesn't seem to be working.  I tried starting it as a daemon
(/etc/init.d/cucipop) and standalone (by uncommenting stuff in
/etc/inetd.conf).  Port 110 is now open on mooneye, but doesn't seem to be
authenticating properly.
