[tech] PHP on the UCC webserver

I've upgraded PHP to version 4.1.2 on mermaid (which is the UCC
webserver), and inicidentally upgraded apache to 1.3.24. However, I just
remembered UCC compiles apache from source, so stuff is broken (namely,
user CGIs). Give me a few minutes to recompile.
