[tech] Martello outage this morning

Just for posterity:

Trent (lathiat@) called attention to the fact that Martello appeared to
have dropped off the face of the earth, and after putting some trousers on
I wandered down to UCC to have a look. Martello's network appeared to be
problematic.

A few workarounds later and it was back up on a different switch -
subsequent investigation by [DAG] revealed that the problem was with
Bertoli - after an uptime of 2**32 milliseconds, some counter in the
spanning tree subsystem overflows and breaks the spanning tree,
effectively disabling the switch for non-local links.

The more things change, the more they stay the same. Cisco are having the
same problems Microsoft did.
