[tech] velvet ssh key changed

I managed to accidentally wipe velvet:/mnt/{ip}/etc, so velvet has a new 
ssh key: RSA key fingerprint is 
4d:f8:c8:8e:89:ea:82:17:74:d1:9f:13:2d:99:05:12.

As a result of this, I discovered the netboot filesystems are not being 
backed up, not even their /etc. Also, the tape library is malfunctioning, 
could someone have a poke at it tomorrow (it probably just needs 
lubricating the drive shaft) so we have backups working over the break.
