[tech] UCC DNS setup

Following on from previous discussions about DNS at UCC, the following
changes have now taken effect

ucc.gu.uwa.edu.au, ucc.guild.uwa.edu.au, 13.95.130.in-addr.arpa and
8.0.4.4.9.0.7.8.8.3.0.1.0.0.2.ip6.arpa are now all pointing at the following
NS:

  - mooneye.ucc.gu.uwa.edu.au
  - ns2.bur.st.
  - ns4.labyrinthdata.net.au.

Changes made on mooneye using the magic of ZoneMake (which has now been
hacked up by Zanchey to support IPv6) will be transfered out to bur.st and
Labyrinth and should take hold reasonably quickly.
