[tech] ssh.ucc moved

Hi all,

I've moved ssh.ucc.asn.au to just point at martello
directly, since the bright link one wasn't working and the
coke-charged one seemed a bit unfair.

It's using .13.11 which is ssh-old (the coke-charged one)'s
old address. SSH hostkeys will complain unfortunately. For
paranoid people the fingerprint is as below.
