[tech] Mailman personalisation

I've enabled full personalisation on mailman headers and footers, which 
should allow us to give each recipient a customised unsubscribe link. This 
should help stop a situation we've just had where somebody was getting 
frustrated with being unable to unsubscribe because they didn't know their 
subscription address.

It's only enabled on the tech@ list at the moment and this is a test 
email.
