[tech] Adding [BIG] (koetzah) to sprocket

Hi tech@,

I'm adding koetzah to sprocket. He's interested in making scripts to
fix steam installations on Linux, and is also interested in using Wine
for certain games (eg WC3). He's reliable, has an IT certification and
has been in the club for like 3 years.

Furthermore, he's interested in the potential "wheel internships" that
have been discussed by committee in the last few weeks.
