[tech] Raspberry pi at ucc

I've taken the liberty of setting it up as an ARM-based user server,
named `titan` (as in, the ICBM). It's now installed, configured, and
connected up in the machine room at the back of the right rack, on the
same shelf as `dagon`.
The SD card was formatted using a Raspbian Lite image. It is configured
with the UCC Linux server SOE, running Dispense and mounting /home,
/away and /services. I have given `titan` access to the machine room
network with both IPv4 and v6, with address
{130.95.13.,2405:3C00:5200:100::}48.
Everything should be set up now, barring firewalling/access from outside.
Note that because the Raspberry Pi 4 uses USB-C for power, it's
currently consuming one of the USB-C power bricks that we bought previously.
