[tech] Network interruptions/TCP resets

Hi! We thought it was worth reporting that we've seen a larger than
normal string of network glitches this month - where all? open TCP
sessions are reset, possibly by a router or stateful firewall in
their path. Is this a known issue?

It does line up with some occasional packet loss that we see on other
monitoring (smokeping), but the bulk session resets really do seem like
an unusual and recent phenomemon.

Notably: several times starting just after Perth midnight, Sunday 2019-12-01,
but recurring several times this month. With some rough log processing
(possibly some false positives) it looks like this:
