[tech] Shutdown of Magikarp

I've confirmed that the "Optimal Cooling" setting is selected, so that's 
not the issue. Nick and I have removed and replaced the failing fan 7. 
The system fails to boot without it installed. Time will tell if 
reseating has had an effect.

I guess we should start looking at ordering a replacement part (or 2, 
for redundancy).
