[tech] Ongoing project to upgrade the UCC mailman - today's changes

Hi foks

Have been continuing progress on building an SOE version of the UCC mailserver. The recent changes over the couple of days were to move the mailman stateful directories to NFS into /home/other/mailman, and bind mounts to have things in the right place on mooneye. 

Tonight's changes were to adjust the UID/GID/username/groupnames to run mailman under to ensure compatibility with the debian package/upstream.

uid 10068 gid 10068 mailman
uid 38 gid 38 list
)
