[committee] Bank account for UCC

A permanent Paypal account would be an asset for the club - and would 
allow the club to set up paypal dispense credit, paypal membership 
interface and also look at selling old unused club hardware (instead of 
throwing it out). Has anyone actually investigated whether ucc can get an 
actual account number from the guild for the current account?

Otherwise, Westpac sounds like a good idea, and it sounds like it might be 
easier to run most or all of the clubs finances through Westpac. 
However, is that likely to affect our ability/liklihood of getting soc 
grants?
