[committee] Proposed changes to regulations

Hi all,
Below is a diff of the current regulations

Note that this is a draft and I'm open to feedback. Please let me know
if you think anything here can be improved.
I'm proposing a few changes - in summary;
* Clarifying the group application processes for Door and Wheel,
bringing back the LOLCATDOG
* Defining a procedure for wheel to grant sprocket, winadmin and
webmasters
* Defining a co-location policy
* Ensuring dispense credit is accepted as donations
