Hi Felix,

I will discuss further with you but there are some issues with these changes:
>> - The Committee shall make every reasonable effort to clearly communicate all responsibilities and tasks to the members to whom they apply
>> - The Committee may require a member sign a statement that they are aware of their responsibilities

I object to this as being vague, we need to clarify what we mean by "all responsibilities and tasks". If we said "the responsibilities of their position as described in document X, or their responsibilities at law, or any other way of clearly indicating what the the member should or should not do.

I would agree if Wheel members can lock accounts for a specific reason, must inform committee of the reason in writing, and anyone whose account is locked may appeal.

There should also be appropriate sanctions and consequences for wheel members who abuse this power.
>> +- A club member may co-locate a machine on club premises with permission of the Committee
>> + - At least two Wheel members shall be nominated, and granted administrator access to the co-located machine, by the club member
>> + - Such administrator access should be possible from within the club network
>> + - Wheel members should make an effort to inform the owner of a co-located machine when accessing it administratively
>> + - Usage of club resources by co-located machines shall be in accordance with the [Club Service Usage Guidelines](#usage_guidelines)
Administrative access should be possible from within the club network, unless agreed to by the chosen wheel members (to allow for machines that require higher level of security for various purposes), or special types of machines for which they may be inapplicable.

* We should make clear that the club member can choose which wheel members.

* We should also clarify what a wheel member may do with such access. I propose:

	1. Powering down machines if required.
	2. Making assessment of machine security and configuration.
	3. General "research and learning" providing any instructions in the "wheel-readme" in the root folder are followed.
	4. The "wheel-readme" file may provide additional permission for wheel members, if so those may be followed.

Also

	5. Co-located machines may log administrative sessions, and wheel members may not defeat such logging.
	6. Deliberate behaviour that would result in dismissal at a data centre (including but not limited to reading or altering confidential files, or changing server configuration without permission) should result in dismissal from wheel (with reasonable allowances made for people who are still new/inexperienced)

>> - Donations to the club must be reported to the Committee, and are considered to remain the property of the donor until they are accepted by the Committee, at which point they become the property of the club
To give effect to this:

Donations must be made directly to committee, and may be returned by a majority vote of committee.
>> + - All monetary additions to a club member's dispense credit are automatically accepted as donations to the club and are non-refundable
We may not be able to "word our way out" of legal responsibilities.

I would be better to have a policy that says "we are a student volunteer run organisation and members indemnify the club against accidental loss of dispense credit as a result of honest mistakes on our part".

Common sense must dictate how things are dealt with, when difficulties arise.
