It's hard to discuss a particular proposal in the absence of supporting reasoning, justification or background.

And I think, at this point, anyone who has been carefully following things on the lists/IRC/Discord would have now concluded that this proposal is more or less just a way to remove Bob (and perhaps some other hinted at "undesirables") from wheel, without, again, needing to provide any justification or reasoning.

My suggestion is that the club shouldn't spend the time and energy discussing the proposal until the issue that Committee/some members of Committee have with Bob (whatever the issue might be) is resolved. To do so before then risks making a terrible policy, devoid of any consideration for the long term outcome, simply because of personal conflicts.

And in any case, I would also suggest that the proper place to make annual changes (such as an annual review of who might be removed from wheel for no longer having an ongoing connection with the group) would be held at an Annual General Meeting.
